China, the country of 5-year plans, has inaugurated a longer one: 10 years for increased manufacturing, including biomedicine and high-end medical devices. The State Council calls it "Made in China 2025."

The council, China's highest government body, said the 10-year plan was part of a three-step process aimed at making the nation an international production power by 2049, the 100th anniversary of Mao Tse-tung's creation of the current communist mainland country, People's Republic of China.

Biologics and devices together comprised one of 10 manufacturing sectors targeted by the council for increased production. To help that come about, the council identified 9 areas for the sectors' focus, including innovation and fostering Chinese brands and breakthroughs.

The plan calls for opening China's vast market to greater foreign investment in the 10 areas, such as development of new biomedicines. It also emphasizes attracting foreign companies and institutions to establish research-and-development centers in China.

Over the next 10 years, the council plan said, "a greater emphasis will be placed on quality management in the sector and the nurturing of world-class brands, with environmental considerations and energy efficiency to the forefront."
