Government obliges corporations to buy Russian technologies

The government intends to make a list of innovative products and services which share in state companies’ purchases should be increased. The priority will be given to Russian suppliers.
Prime Minister Dmitry Medvedev has signed a road map to expand the access of small and medium businesses to the procurement of infrastructure monopolies and state companies.
The roadmap will be implemented from 2013 to 2018. In particular, these measures extend to Gazprom, Rosneft, RZD, Rosatom, Transneft, as well as to other customers which authorized capital involves the participation of the Russian Federation (RF subject or a municipality) exceeding 50%.
The act requires state companies to increase the share of purchases from small and medium enterprises. It specially mentions the need to increase the procurement share of innovative products and tech services.
State companies will have to introduce provisions on rules and procedure of innovative solutions introduction and publish them in open access as well as regulations of their structural units responsible for the implementation of innovations.
According to the plan, state companies will be required to increase the purchase of high-tech goods and services from small and medium enterprises by 100% in 2015 compared to 2013, and by 300% in 2018.
