Russia to allow universities to develop their own “Skolkovo” like hubs?

A number of new innovation hubs similar to Skolkovo or the Moscow Lomonosov State University’s Vorobyovy Gory might soon be developed in Russia, Firrma.ru reported, citing Russian Deputy Minister of Economic Development Oleg Fomichov. 

Mr. Fomichov spoke about it at a recent meeting in the State Duma, the lower house of Russia’s Parliament which is currently debating a draft law on innovation and technology development at Russia’s educational and scientific organizations. The new legislation is expected to give Russian universities the opportunity to build Skolkovo-like or Vorobyovy Gory-scale research activity without their teams having to apply for residency status at Skolkovo or Vorobyovy Gory. In addition, educational organizations would be able to commercialize their R&D products with a set of tax and customs benefits currently only available to Russia’s largest innovation hubs. 

Universities and scientific organizations can seek government permits to build such centers already. Authorities will determine priorities for each such new hub to focus on in their research and technology development activity, and a manager will be assigned to each. The Tambov regional government in Central Russia, for example, has already said the region needs such a center.
