The Russian Ministry of Health has developed and submitted to the Government of the Russian Federation a Strategy for the Prevention of the Spread of Antimicrobial Resistance in the Russian Federation for the Period until 2030.
The Strategy defines the objectives in the area of containing the biological threat associated with the spread of antimicrobial resistance and is aimed at preventing and limiting the spread of resistance by microorganisms to antimicrobial (including antiviral, antifungal and antiparasitic) drugs (Antimicrobial Resistance, AMR), as well as the resistance of microorganisms, including plant pests, to other antimicrobial chemical and biological agents, including pesticides (other types of resistance). The Strategy was developed with the active participation of the Ministry of Agriculture, Ministry of Industry and Trade, Rospotrebnadzor, Rosselkhoznadzor, Ministry of Finance, Ministry of Economic Development, Federal Agency for Scientific Organizations, and the Russian Academy of Sciences.
In order to achieve the goal of the Strategy, its authors prepared a plan of measures for its implementation providing for legal regulation of relations in the area of preventing the spread of antimicrobial resistance in the Russian Federation, and the steps that exclude any uncontrolled use of antimicrobial medicines, as well as the individual activities aimed at preventing the spread of antimicrobial resistance, including the use of management by objectives (MBO) method.
